Energy efficiency means that the required energy service (as heat, light,...) can be provided with as less primary energy input as possible. Therefore the transformation of energy within the whole value chain (from primay energy, inclusive "grey energy" to endenergy and to useful energy) has to be as efficient as possible.
The efficiency of energy transformation over the whole value chain can be measured by the so called "degree of efficiency".
The total degree of efficiency is the product of the multiplication of all degrees of efficiency within the value chain.
In my opinion special attention should be paid on the "Rebound-Effect" to avoid negativ effects on the utilization of energy.
For example: in the early 20. century higher efficient lamps entered the market. The expectations of the energy companies were that this new technology will develop to a mass market and therefore they decreased energy prices. This caused a higher electricity consumption. Legal frameworks are setted on national and european level to avoid this "rebound-effect". One of these frameworks is the so called "European Building Performance Directive"
As we have seen actions within the transformation of energy and on the consumption/utilization side have to be taken to reach the goal of higher energy efficiency within the whole economy.
